BUREAUCRATIC POLITICAL AND NEUTRALITY OF BUREAUCRACY

IN INDONESIA

Abstract

As the dynamics of reform that has been rolling since 17 years and in the middle of the bustle of his practice of politics

that characterizes strong legislative role which polarized the pragmatic interests and not ideological polarization, as

well as actor legislators were constrained by the authority which has, of course, to find a way to maintain and develop

the strength that is by cooperating with the bureaucracy. Because the bureaucracy an institution that became the

personification of the state in implementing public policy with another meaning has political aspects of bureaucracy.

then the question arises in such a situation or era, which is more politically dominant influence performance of the

bureaucracy or the bureaucracy of political influence in making policy. And can the bureaucratic positions in political

Abstrak

Seiring dinamika reformasi yang telah bergulir sejak 17 tahun lamanya dan di tengah hiruk pikuk-nya praktek

perpolitikan yang mewarnai kuatnya peran legislatif yang terpolarisasi kepada kepentingan pragmatis dan bukan

polarisasi ideologis, serta aktor legislator yang terbatasi dengan otoritas yang dimilikinya, tentunya mencari jalan untuk

mempertahankan dan mengembangankan kekuatan yaitu dengan menggandeng birokrasi. Karena biroksasi merupakan

institusi yang menjadi personifikasi negara dalam melaksanakan kebijakan publik dengan makna lain memiliki aspek

politik birokrasi. maka muncul pertanyaan dalam situasi atau era seperti ini, manakah yang lebih dominan politik

mempengaruhi kinerja birokrasi atau birokrasi yang mempengaruhi politik dalam membuat kebijakan. Dan dapatkah

birokrasi memposisikan dalam netralitas politik. Dominasi politik lebih kuat dan kental kepada birokrasi terutama

dalam pembuatan kebijakan penyusunan anggaran belanja negara dan melakukan tekanan-tekanan politik kepada

eksekutif terkadang membuat kegaduhan dalam eksekutif. Kendati demikian politik birokrasi dapat memainkan
